[tz] [PROPOSED] Mongolia no longer observes DST

There are separate lines in the file for those, no?

So:

Zone	Asia/Ulaanbaatar 7:07:32 -	LMT	1905 Aug
			7:00	-	+07	1978
			8:00	Mongol	+08/+09

would become:

Zone	Asia/Ulaanbaatar 7:07:32 -	LMT	1905 Aug
			7:00	-	+07	1978
			8:00	Mongol	+08/+09	2016 Sep 23
			8:00	Mongol	+08
