Thanks, this problem should be addressed in tzdb release 2016j and 
later, which contain a new Zone Europe/Saratov covering Saratov oblast, 
which switched from UT +03 to +04 on 2016-12-04. Our information is that 
Volgograd oblast is still at +03. Please see:
