    While it is still experimental -- the reference in the proposed
    patch gives the date 2016-12-02 for the decree, so in the Zone
    entries for Punta Arenas and Palmer station    :
    -        -4:00   Chile   -04/-03 2016 Dec  4
    +        -4:00   Chile   -04/-03 2016 Dec  2
