[tz] 1 s error in America/Adak and America/Nome

Thanks for the fix. This prompted me to dig through the historical 
record, and I found that we not only missed the time of the 1867 Alaska 
transition, we got the date wrong too. I installed the attached patch to 
try to clean this up.
