[tz] Morocco changes May 27th 2017 instead of May 21th

DST starting the 21st of May in Morocco is not so strange, Note that the calculated start of the month of Ramadan is on May 27th.
They don't change time in this religious month.
mmsp.gov.ma (Le Ministère de la Réforme de l'Administration et de la Fonction Publique) is the official government site where announcements like DST change are published.
