The WS (Western Samoa aka Samoa) rules were coded in October 2012 by Robert Elz, who I guess prefers that style. Although I never noticed the style difference, now that you mention it I mildly prefer it, as it makes unusual DST offsets easier to see. Perhaps we should switch to that style elsewhere.
