[tz] [PROPOSED] Prefer https: URLs and bring some URLs up to date

Paul Eggert eggert at cs.ucla.edu
Sun Sep 24 01:23:02 UTC 2017

Change http: URLs to use https: when either will work. Fix some
broken URLs while we're at it. The toughest get here was the
Rowayton Clamdigger's V-J Day issue. At this point I'd guess
most of the http: URLs are broken; however, fixing them all is
beyond the scope of this patch.
* CONTRIBUTING: Mention preference for https: in URLs.
* CONTRIBUTING, NEWS, Theory, africa, antarctica, asia, australasia:
* backzone, europe, northamerica, southamerica, strftime.c:
* tz-art.htm, tz-link.htm, tzselect.ksh, zic.c:
Update URLs to prefer https:. Fix a few broken ones.
