[tz] EU plans to abolish summer time

A recent EU public consultation was massively in favour of abolishing the
twice-yearly clock changes.

It's not clear from the article whether the final proposal will be to
abolish it completely, allowing each member state to pick either its
current summer offset or its current winter offset, or whether states will
be allowed to continue to change on the coordinated dates.

Assuming the UK leaves the EU on schedule, it's even more unclear what the
UK will do.
