http://www.stp.gov.st/artigo.php?nid=287 now gives 404
Google cache has:
"Governo já decidiu repor a hora legal
O Governo de São Tomé e Príncipe anunciou hoje a reposição da hora legal do
arquipélago já a partir de 01 de Janeiro de 2019 em cumprimento uma das
promessas eleitorais do Primeiro-Ministro são-tomense, Jorge Bom Jesus, líder do
MLSTP-PSD, anunciou esta manhã o porta-voz do Executivo, Adelino Lucas."
and translates as:
"Government has decided to restore the legal time
The Government of Sao Tome and Principe today announced the replacement of the
legal archipelago time as from January 1, 2019 in fulfillment of the electoral
promises of the Prime Minister of Sao Tome, Jorge Bom Jesus, leader of MLSTP-PSD
announced this morning the Executive spokesman, Adelino Lucas."
which seems close enough to not require paraphrasing.
