That's odd, as I do see the changes in 2018a. Here's how I checked for this:

	wget https://data.iana.org/time-zones/releases/tzdb-2018a.tar.lz
	tar xf tzdb-2018a.tar.lz

The resulting file tzdb-2018a/to2050.tzs contained:

	TZ="America/Sao_Paulo"
	...
	2018-11-04	01	-02		1

and this corresponds to the new rule in Brazil, using November's first Sunday.
