In the past, tzdb commentary has been contradictory: it has attempted to support 
both the idea that standard time is the standard civil time used in a locale, 
and the idea that daylight saving time is advanced compared to standard time. 
Unfortunately, taken together these two ideas are contradicted by the Irish 
data, and so one of the two must give. No matter which idea gives, there will be 
"a change in the meaning of one common term" used in the commentary; this is 
unfortunate but cannot be avoided. We'll just have to define what tzdb means by 
its use of these terms from here on out, and move on.
