[tz] US daylight saving proposals in Texas, California, and Louisiana

This week the Republican Party of Texas is writing its official 
platform, which contains new planks that call for "abolishing daylight 
saving time and Texas Child Protective Services". (This quote is from 
McGaughy's report cited below.)

The California State Senate approved a proposal Thursday to move 
California toward Mountain Standard Time all year (or permanent PDT, if 
you prefer). The measure would require voter approval in November, plus 
a second bill and federal approval. The basic idea is similar to the 
proposal in Florida that Arthur noted in March.

Last month the Louisiana legislature overwhelmingly approved a 
resolution to study a proposal that presumably would also be similar to 
Florida's, in that Louisiana would move to Eastern Standard Time all 
year (or permanent CDT, if you prefer).
