[tz] Rename Ukrainian cities to their official transliterated names

Given that so many end user systems are reliant simply on the tz 
identifiers that change would have a quite drastic effect. Perhaps 
moving forward the RFC for geolocate could be used as a base for a 
multilingual source of identifiers?
