[tz] Another change on Brazilian DST time

Thanks for the heads-up. Proposed patch to tzdb attached, and installed 
into the development version. We'll need a new release very soon for 
Volgograd anyway, even though our Brazil data in the next release won't 
change from the current 2018e release.
