The decree was published in the Arabic version of the Official Gazette.

It doesn't appear to be available in French yet (I assume there's a delay for official translation).

Also, it is an image embedded in a PDF, which makes it hard to use translation tools on.  If anyone knows of a text version, please provided a link.
