[tz] Japanese Summer time fallback transition in autumn 2020?

Thanks, this is just the sort of evidence I was looking for. Proposed 
patch attached. Note that this uses "25:00" in the zic input file, 
something that zic has supported since 2007 and so I hope is safe. 
Maintainers of other zic-format readers please take note.
