[tz] Turkey 1978 - 1983 need revision.

This is also what I find: NO DST in 1979,1980,1981,1982

Besides resmigazete, I have also started to search newspaper archives.

http://gazetearsivi.milliyet.com.tr (Milliyet) is free and searchable.
Even without speaking any Turkish, I can confirm:

The time change on 2 April 1978 (begin of DST) is announced on page 1 
the day before.

There is no such time change announcement on a further date in 1978, 
1979, 1980, 1981, 1982.
I have alaways checke the papers on the supposed data, and the day 
before. My search keyword is saat

I find the next time change announcement in the paper on 30 July 1983, 
for the change on 31 July 83, 2:00 am.
