Yes, we ship the rearguard format because of compatibility requirements.

We tried to change the format in Red Hat Enterprise Linux 8, but we
could not do so because too much software was negatively impacted (some
of which we could not fix).  My understanding is that the necessary API
change for Java has yet to happen, for example.  We will update the
public kbase article on tzdata development to reflect the change of
plans for Red Hat Enterprise Linux 8 (although the wording is
technically still accurate).
