Easiest would be for users not to have to care about tzdb IDs and just type "Liberland" into the time zone selector and get Europe/Belgrade or whatever is appropriate (if, for example, Liberland and its neighbors end up using different summer time rules).  You may have to add an entry for Liberland to the GeoNames database:
