To avoid rehashing the prior discussion, I think the intent was that the
CC-BY 4.0 statement already added to
https://hpiers.obspm.fr/iers/bul/bulc/README be added to the
leap-seconds.list file itself, and/or to update the existing statement
by s/This
file/The files in this folder, and its sub-folders, are/.
