Unfortunately MS-Windows and traditional commercial Unix (AIX, HP-UX, 
Solaris) still lack tm_zone and tm_gmtoff in their struct tm 
implementations, and these aren't quite museum pieces yet - though they 
may indeed be rare platforms for INN these days.
