Not yet. Oracle TZUpdater's most-recent release was August 2018, which predates 
Brazil's announcement of its changes this fall.

Also, tzdb's most-recent release was March, which also predates Brazil's 
announcement. We plan a new tzdb release soon to fix this. No exact date has 
been set. You can test the development version now by downloading its source 
from <https://github.com/eggert/tz>.

Although Oracle TZUpdater's most-recent release should have no problems with the 
new Brazil data, it does have a few problems parsing tzdb's data for Ireland, 
Morocco and Western Sahara, along with historical data in a couple of other 
places. To work around this problem once the next tzdb release is made, you can 
download and extract the release, run "make rearguard_tarballs", and then apply 
TZUpdater to the rearguard-format tarballs that "make" generates. Oracle is 
aware of these problems and is looking into fixing TZUpdater so that you 
wouldn't need to run "make rearguard_tarballs" and could simply apply TZUpdater 
to the standard tzdb data; however, I don't know if or when an improved version 
of TZUpdater will be released.
