[tz] No more DST in Brazil

Sérgio, 

You have downloaded the wrong artefacts - You have downloaded the source code for the userspace components, not the tzdata per se. 

For what is worth, the new Brazil DST has been shipped as few months ago, in the 2019b release - see announcement in https://mm.icann.org/pipermail/tz-announce/2019-July/000056.html 

Download tzdata (not tzcode) 2019b or 2019c and you will be good.
