Yes. And of course America/Chicago is not the only entry with problems 
like these. For example, Europe/London is valid only for London (and 
even then, only for the parts of London that agreed with the L&NW, the 
Caledonian, and some other railways at the time).

If you want to cast horoscopes for Queen Victoria, George Washington, 
Julius Caesar, Tang of Shang, etc., you'll need to look elsewhere.
