[tz] Europe/Volgograd timezone changes in Russia

It is now reported that this change in Volgograd is now approved (or 
nearly so).



According to 
only the signature is missing and "it is expected that the Volgograd 
region will switch to the Moscow time zone from December 26 to 27."
