[tz] More on EU/UK/Brexit clock changes

Interesting that it mentioned time is one of the reserved matters for
Scotland. That mean rest of the United Kingdom can choose to abolish DST
like rest of Europe while Scotland can choose to keep it? On the other hand
Scotland could also choose to abolish DST and align with rest of Europe
while rest of the United Kingdom choose to keep it?
