That makes sense to me, when documenting a fall back from 01:00 to 24:00 the 
previous day.

Traditionally, midnight is in both adjacent days (or in neither day). Although 
the recent advent of computer-based clocks has promoted the currently-popular 
approach that midnight is part of the next day not the previous one, this 
approach surely hadn't taken hold in Hungary circa 1980.
