[tz] [tz-announce] 2020b release of tz code and data available

Looks like `tzdata-latest` is still pointing to 2020a, though the 2020b
links are working correctly.

Please ignore me if this is just a case of me jumping the gun and that
it takes time for the correct tarballs to propagate.
