I found a link to the 1947 resolution 4 1947-02-20 enabling the 1947 referendum:

I also found the 1957 Blue Book p788 gives the county tally and totals:

and 1957 act 6 1957-02-27 enabling the 1957 referendum stating DST statute 
175.095 will be in effect if passed:


also 1957 act 556 1957-08-07 changing the legislative definition of time to 
reference 175.095:


I have been unable to track down the original act enabling statute 175.09 
defining standard time referred to in statute 990.001 giving the legislative 
definition of time.

Later historical changes were easier: 1987 act 8 1987-03-26 changing DST from 
last to first Sunday in April at 01:00:


and 2007 act 3 2007-03-06 changing DST start date from 1st Apr to 2nd Mar Sun 
and from 01:00 to 02:00 until DST end date from last Oct to 1st Nov Sun at 02:00:


1997 act 254 1998-06-04 (sessions are biennium starting odd years) changes only 
the wording around the penalties for using any different time standards:
