[tz] macOS implements Links with file copies?

The latter page doesn't list tzdb files under "System data files".  Is that because the people in charge figured that explaining the tzdb to end users would be more trouble than it's worth (although they do mention "Updated definitions for SSL certificate types", which is equally nerdy)?
