[tz] time zone history for the Cook Islands - Christmas Day Act 1899

Thanks for the info. The Cook Islands apparently followed in the 
footsteps of the King of Samoa, who decreed the Fourth of July to be 
celebrated twice in 1892. Proposed patch attached.
