[tz] Version identification (was Re: Downstream use of 2021c)

tzdata.zi is 112KB out of 7.2MB total size (1.7MB apparent size which
doesn't count file system overhead) in /usr/share/zoneinfo on my Debian
system.  Yes, it's larger than a simple version file, but it doesn't seem
that significant on anything other than small embedded systems where I'm
not sure the entire tzdata database would be desired anyway.
