I suspect the requests to have 2021b be 2021a+Samoa are reasonable - 
whatever view one has of Paul's changes and reasons.

Internal processes of large organizations are not easily changed and 
modifying processes to accept 2021a1 will lead to all sorts of churn.

I'd request:

a: Paul move his changes to a branch and release 2021b as 2021a+Samoa

b: Everybody take a break - at least for a (long) weekend

c: Ratchet down the fury when we get back.
