[tz] Daylight saving in Iran changed

Hello.
As new rule approved by government, the daylight saving time in Iran/Tehran
(which was +4:30) will no longer be applied and the whole year time will be
+3:30
Please consider updating this which will take effect in 4 days from now
(2022 March 21st).
