[tz] [PROPOSED 1/2] Comics update

[Paul Eggert]

Add xkcd’s “Daylight Saving Choice”, “Date Line” and “DateTime”, along
with today’s Frazz and FoxTrot.  Remove Dilbert, which had a bad link.
