[tz] Fwd: Bulletin C number 67

Bulletin C number 67 is available, see also:

At the same time, a new NTP leap second file has been made available by 
IERS (directory listing):
https://hpiers.obspm.fr/iers/bul/bulc/ntp/

New file:
https://hpiers.obspm.fr/iers/bul/bulc/ntp/leap-seconds.3913697179

As expected, no leap second is scheduled for the end of June 2024, but 
the expiration date of the file has been updated.

As far as I see, the file also includes the changes recently discussed 
on this list, regarding a copyright info and some cosmetic changes.
