[tz] Time zone offset changing in Almaty and Qostanay, Kazakhstan

Hello,

According act of the Government of the Republic of Kazakhstan
from 2024-01-19 #20 (https://adilet.zan.kz/rus/docs/P2400000020
(russian language)) time offset for zones Asia/Almaty and
Asia/Qostanay from Mar 1st 2024 00:00 (local time) must be set
to UTC+5 instead of UTC+6.
