[tz] Why is "AEST" the abbreviation for Australia/Sydney in 1900?

Consistency/orthogonality, so you have a default, and do not have to check 
whether there are rules, or does zic disallow %s without a rule named, and 
should whatever is dis-/allowed be added to the docs?
