The new text in Zefram&#39;s diff is directly from <a href="ftp://hpiers.obspm.fr/iers/bul/bulc/bulletinc.43">Bulletin C 43</a> from IERS.  Looking back at the last five years or so of the <a href="ftp://hpiers.obspm.fr/iers/bul/bulc/">archived announcements</a>, it seems they&#39;ve used -26 and -29 almost interchangeably, going back and forth more than a few times.  (I wouldn&#39;t worry.)<br>
