the last update was tzdata2013a where the rules for 2014 and 2013
where assume to be the same as 2012 <br>
as far as i understand the website the then chosen rules are still
correct<br>
DST from Apr Sun>=23 03:00 UTC to Sep Sun>=2 04:00 UTC<br>
