Here is an official Australia government web link to confirm that
Norfolk Island will change the country’s Standard Variation<br>
from +1130 to +1100:<br>
"The Norfolk Island Standard Time Ordinance 2015 sets the Standard
Time for Norfolk Island from Co-ordinated Universal Time (UTC)
+11.5 to UTC +11. "<br>
