<p class="MsoNormal">I couldn't find a reference for this change from 17/Mar/2016 to be implemented in any tzdata revision. I did see that there was a minor correction for Asia/Baku in 2016e DB (for 1992), but not for the change from 2016 and on.<o:p></o:p></p>
