If it's TR46, it's not IDNA2003, it's IDNA2008 with TR46. TR46 is supposed to be a transition specification that, among other things, maps away the incompatibilities between 2003 and 2008. Unfortunately, since it has no sunset mechanism, it's making the problem worse, not better. I can't say for sure why UTC thinks it is an improvement.

_This_ suggests it might be IDNA2003-only, because under 2003 the ß simply had no punycode-encoded version (they weren't A-labels then, because the definition wasn't 1:1).
