Someone who can convince UTC that UTS-46 is going to cause problems.
Maybe the relevant UTC members are more susceptible to an approach now
than they were the last time some of us tried.

Alternatively, you could try to convince browser makers to stop using
UTS-46, but I wouldn't expect much success there.
