[UA-discuss] Review of UASG 002 - Outreach to Webmasters

Hi Michele

IMHO, I believe it's important that UASG reaches out officially even if
other folks send less formal emails.
Also, if a bug repository exists for the site/software a bug should be
entered by UASG staff/volunteers.
