[UA-discuss] Open source library for punycode handling

My Office for Macintosh developer just reached out to inform me that the development platform he is using doesn't have a built-in punycode converter function.  He is evaluating open source.  Do we have any recos for him?

(We will of course report back to the community once we have selected a library and implemented.)
