[UA-discuss] Fun with Unicode

I have some tooling that may help with testing unicode behavior/DNS
lookups for more unusual cases that may help relating to a project I
started at ICANN63. It's still rough alpha stage, but it might help
shake look things. Basically, it allows you to setup an entire root zone
with any labels you want in docker containers and then check the
behavior in the browser.
