Yes, the time is tight, but I would encourage people to submit a 
proposal if you think you have an interesting story to tell.

 From many years submitting proposals, I have a piece of advice: the 
proposal asks for an abstract, but if time is too short to write a good 
abstract, then write a very simple outline or summary, and submit the 
proposal by the deadline. Then follow up with the improved abstract a 
week or two later, when you have it done.  I am not on the program 
committee, so I can't promise anything, but I suspect they might willing 
to be flexible in order to get a good presentation.
