Very interesting and useful document.<br>
Yes, in our experience I can say the development of such an initiative - at the present stage - really needs the support of relevant state bodies, for example, for educational Internet programs, in the rural area (low level of the foreing languages skills), in protecting intellectual property when we speak about trade marks on local scripts etc.<br>
Maybe not for all countries, but there are a number of countries where this is necessary<br>

I am pleased to share the Software Product Policy by Government of India. It is first time GOI recognizes software product separately. <br>

In this policy, we are successfully able to get the following. <br>

"<b>Industry will be encouraged and incentivised to develop products to overcome language barriers across major Indian Languages and to create technological bridges between them and major international languages including English.</b>"<br>
