Yes.  This is why we abandoned attempts to do general downgrades, once
it became clear how much of a mess it was.  Downgrades improve many
use cases, but they're not necessary for the primary use case of
allowing, say, Arabs to communicate with other Arabs in Arabic, using
email addresses in Arabic.
